Please join us for a discussion featuring Philippe Laffont, founder and CIO of Coatue Management, who has established one of the world’s most renowned technology-focused global hedge funds with $40 billion in assets under management. Joe Baratta (B’93), global head of private equity at Blackstone, will host a fireside chat with Laffont to explore his investing career and approach to technology investing globally.
Following the discussion, please join us for a conversation with Paul Rosen, assistant secretary of the Department of the Treasury’s Office of Investment Security, who will address trends in U.S. inbound and outbound technology investing. This discussion will include perspectives on how the Committee on Foreign Investment in the United States regards technology-related investments.
The discussions will delve into the emerging landscape of global technology investing, spotlighting key opportunities and challenges, which include evolving AI policies, the economics of clean tech, data privacy issues, public sentiment on technology, regulations in cryptocurrency, and semiconductor advancements. Additional considerations include deep tech capabilities and workforce development.

Philippe Laffont, Founder and CIO of Coatue Management
Philippe Laffont is the founder and portfolio manager of Coatue Management, a lifecycle investment platform focused on technology companies. Laffont graduated from the Massachusetts Institute of Technology in 1991 with a B.S. in economics and M.Sc. in computer science. He worked as an analyst in management consulting for McKinsey & Co. in Madrid, Spain. Laffont joined Tiger Management LLC as a research analyst in 1996. He focused on telecommunications stocks while at Tiger until he left to found
Coatue in 1999.
Paul Rosen, Assistant Secretary of the Treasury for Investment Security
Paul Rosen serves as the assistant secretary of the treasury for investment security, leading all operations and activities of the Committee on Foreign Investment in the United States (CFIUS), the interagency Committee authorized by Congress to review certain foreign investment into United States businesses for national security risks.
Prior to joining the Treasury, Rosen served as a partner at an international law firm where he led the firm’s national security practice. Before joining private practice, Rosen served for over a decade in senior roles in the federal government, including as chief of staff at the Department of Homeland Security and in various roles at the Department of Justice. Rosen received his J.D. from the University of Southern California where he graduated Order of the Coif, and his bachelor’s degree, summa cum laude, from the University of Colorado.

Joe Baratta (B’93), Global Head of Private Equity at Blackstone
Joseph Baratta (B’93) is the global head of private equity and a member of Blackstone’s Board of Directors. He is also a member of the firm’s management committee and serves on many of the firm’s investment committees. Baratta joined Blackstone in 1998, and in 2001, he moved to London to help establish Blackstone’s corporate private equity business in Europe. Since 2012, Baratta has served as the firm’s global head of private equity and is located in New York.
Baratta has served on the boards of many past Blackstone portfolio companies. Currently, he serves as a member or observer on the boards of Ancestry, Candle Media, First Eagle Investment Management, Medline, and Merlin Entertainments Group. He is also a member of the Board of Trustees of Georgetown University, is a trustee of the Tate Foundation, and serves on the board of Year Up, an organization focused on youth employment.
Before joining Blackstone, Baratta was with Tinicum Incorporated and McCown De Leeuw & Company. Baratta also worked at Morgan Stanley in its mergers and acquisitions department. He graduated magna cum laude from Georgetown University.
Ashley Lenihan, Professor of the Practice of International Affairs and Deputy Director, Master of Science in Foreign Service, Walsh School of Foreign Service, Georgetown University
Ashley Thomas Lenihan is an expert on economic statecraft, foreign investment, and national security, she is the author of Balancing Power without Weapons: State Intervention into Cross-Border Mergers and Acquisitions. Her policy work in the United Kingdom and Europe focuses on improving the impact of research on policy-making, and she regularly provides testimony to the U.K. Parliament and consults for public and private sector bodies internationally. Lenihan also is an associate at the foreign policy think tank London School of Economics IDEAS, a member of the Council on Foreign Relations, and an individual member of the U.K.’s Parliamentary and Scientific Committee.
Previously, she was head of policy and engagement at the British Academy of Management, a senior policy advisor at the U.K. Academy of Social Sciences and its Campaign for Social Science, and a senior fellow at the Legatum Institute. She has taught at SOAS, University of London, and Georgetown. Lenihan began her career as an investment banking analyst at Donaldson, Lufkin & Jenrette/Credit Suisse First Boston, and obtained a bachelor’s and Ph.D. in government from Georgetown University.
