China’s Engagement in Africa’s Healthcare Systems
Dr. Ammar A. Malik is Senior Research Scientist at AidData, where he leads the Chinese Development Finance Program. His team develops pioneering methods, such as the Tracking Underreported Financial Flows (TUFF) methodology, to track and analyze underreported financial flows from non-traditional donors to developing countries.
Dr. Jennifer Bouey is an epidemiologist with training in clinical medicine and quantitative research. Dr. Bouey has led research initiatives on social determinants of health and global health equity. Most recently she is working on promoting global health governance dialogues, gender equity in health care access in Asia, and global infectious disease response system strengthening. Dr. Bouey’s work has been published in scholarly journals such as the American Journal of Public Health, Health Affairs, and Emerging Infectious Disease and the public media. Dr. Bouey has testified multiple times before the U.S. Congressional committees on China’s global health and pandemic response systems reform.
Ms. Fu Minghui is a seasoned investment specialist with operational experiences in over 15 countries. Currently, she is an Upstream Officer at the Global MAS (Manufacturing, Agribusiness, and Services) Upstream Unit at IFC in DC, focusing on providing capital and resources for early-stage project development support for South-South investment projects with potential investment size of US$1.3 billion, covering manufacturing, healthcare, and SEZ sub-sectors. She is particularly interested in investment related to healthcare, industrial parks, and decarbonization-related such as electric vehicle value chain.
Previously, she served as the Senior Director at the China Overseas Infrastructure Development and Investment Cooperation (COIDIC), an early-stage infrastructure development platform with US$500 million investment capital under China Development Bank’s China Africa Development Fund. She leads COIDIC’s efforts on co-developing infrastructure projects with international developers/investors in Africa, aiming to promote cooperation between China and OECD countries in these projects.
Prior to COIDIC, she worked at the World Bank Group on investment operations and business partnerships in Africa and the U.S. She also worked on investment policy and private sector development in China. She has authored and contributed to several World Bank publications that focus on infrastructure finance, development finance, and impact investing issues in emerging markets. She holds an MBA degree from the Wharton School of Business, and an MPA degree from the New York University.
